Mskyeye multi-element joint perception system for water surveillance has significantly facilitated the enforcement of the Yangtze River fishing ban.

The "10-year fishing ban" in the key waters of the Yangtze River Basin constitutes a crucial decision of the Chinese government "for the overall plan and for the future generations", and a complete ban on fishing in the Yangtze River basin and key waters will be executed on January 1, 2021.

From the distribution of the key waters and their tributaries within the Yangtze River Basin, the area of prohibited waters is extensive, the water surface of the jurisdiction is narrow and the tributaries are intricate. The supervision department encounters issues such as insufficient law enforcement equipment, limited investment funds, a shortage of personnel, more responsibilities, and onerous tasks.

Previously, the fisheries law enforcement department relied on patrolling in waters with law enforcement vessels, driving along the river embankment for patrols, and using ordinary cameras to monitor key waters. Due to the intermittent nature of law enforcement patrols that fail to meet round-the-clock real-time supervision, coupled with the low pixels of ordinary cameras and poor visibility during the night, the work of fisheries law enforcement has been extremely challenging.

In light of the drawbacks and pain points existing in the current fishing ban operations, Lookout Technology has thoroughly taken into account the specificity and actual requirements of local fisheries' fishing ban monitoring, and developed the "Multi-element joint perception system for water monitoring" with intelligent management functions.

Through the establishment of the intelligent fishery administration integrated management platform, the transformation from "civil air defense" to "technical defense" has been accomplished, and a new management model of "full time and space, full coverage, full forensics, and unattended" has been realized, effectively assisting the law enforcement efforts for the Yangtze River fishing ban.

The system employs front-end sensing devices like radar, video surveillance, AIS, drones, and law enforcement terminals to achieve user supervision coverage of the jurisdiction area, and realizes real-time data transmission to the software platform via a private network. The system utilizes the fusion of multiple data, image recognition, and AI intelligent algorithms, and possesses potent detection and screening capabilities for illegal fishing, unlawful sand mining, illegal intrusion, and ship identification, enabling the machine to observe, report, collect evidence, and enforce the law.

Intelligent algorithm, image recognition, precise positioning, intelligent early warning, automatic forensics to achieve unattended operation, enhance the work efficiency for users, and address the problems of manpower shortage for users, single monitoring means, and insufficient technical defense capabilities.

In addition to intelligent fishery administration, the system can also be applied to intelligent fishing ports, smart sand prohibition, smart coastal defense, offshore oil and gas fields, offshore wind farms, bridge collision prevention, public security, coast guards, military and other arenas.

The ten-year fishing ban is a key national policy that promotes the protection of the Yangtze River and the high-quality integrated development of the Yangtze River economy. To date, Outlook Technology has implemented and installed numerous projects along the Yangtze River basin and successfully passed the acceptance, contributing to the promotion of the fishing ban and the conservation of the ecological environment.
